This may be off topic but it seems that these free ISPs would be better of
writing proxy servers that inject ad pages every 5 clicks or so. From here
it could display some spam for 5 seconds and then do a refresh to the
desired page.
Client side solutions require software downloads and will always be
vulnerable to reverse engineering cracks.
